Designing a bi-objective decision support model for the disaster management

This paper addresses the allocation and scheduling of relief teams as one main issues in response phase disaster management. In this study, a bi-objective mixed-integer programming (BOMIP) model is proposed to assign schedule disasters. The first objective function aims minimize sum weighted completion times incidents. second also minimizes tardiness operations. order be more similar real world, time windows for incidents damaged routes are considered research. Furthermore, actual an incident by team calculated according position corresponding fatigue effect. Due NP-hardness problem, cannot present Pareto solution reasonable time. Thus, NSGA-II PSO algorithms applied solve problem. obtained results compared with respect different performance metrics large-size test problems. Finally, sensitivity analysis managerial suggestions provided investigate impact some parameters on frontier.
